Salary: Grade 14 - $ 82,496 to $ 103,120 annually

We are currently seeking a Manager of Water and Wastewater Operations who will ensure the safe, efficient and cost-effective management of the Drinking Water Treatment, Supply and Distribution System and Wastewater Treatment and Collection System to meet all Provincial regulatory requirements and shall act as the Overall Responsible Operator (ORO) in accordance with the Ministry of Environment, Conservation and Parks guidelines. As a member of the management team, the manager actively demonstrates and promotes a creative and supportive environment, in alignment with the goals, objectives and values of the department and division.

 

As our ideal candidate, you hold a Community College diploma in Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering; minimum ten (10) years’ experience in water and wastewater, with at least five (5) years’ experience in a management/supervisory position; Ministry of Environment, Conservation and Parks Water Treatment Certificate Level 2, Wastewater Treatment Certificate Level 3, Water Distribution and Supply Certificate Level 3, and Wastewater Collection Certificate Level 2.  Midland embraces a hybrid working environment and upon completion of employee onboarding, there may be an opportunity to work remotely.  

 

 

Position Summary

 

The Manager of Water and Wastewater Operations ensures the safe, efficient and cost-effective management of the Drinking Water Treatment, Supply and Distribution System and Wastewater Treatment and Collection System to meet all Provincial regulatory requirements and shall act as the Overall Responsible Operator (ORO) in accordance with the Ministry of Environment, Conservation and Parks guidelines. As a member of the management team, the manager actively demonstrates and promotes a creative and supportive environment, in alignment with the goals, objectives and values of the department and division.

 

Duties & Responsibilities

  • Provide leadership to staff, coordinates, and administers day-to-day activities of the Water and Wastewater operations which includes Water and Wastewater Treatment Plants and the Water Distribution and Wastewater Collection Systems (pump stations).
  • Act as Overall Responsible Operator (ORO) for the Drinking Water Treatment, Supply and Distribution System and Wastewater Treatment and Collection System.
  • Attends to legislative requirements associated with and as a consequence of federal and provincial legislation pertaining to the safe and efficient operation of the water treatment and wastewater treatment facilities, and the associated collection and distribution networks.  Attending to such legislation will require detailed levels of reporting, monitoring and associated record keeping for water and wastewater treatment.
  • Administers and maintains all reports, records and documentation associated with the operation, budget, and costs for providing water and wastewater treatment facilities and distribution and collections areas.
  • Participates in planning and programming, through preparation of operating and capital budgets for areas under their control for the immediate and long-term (ten years) and assists with technical guidance and input.
  • Establishes work schedules and reporting procedures for subordinates, approves paid and unpaid leave requests, approves daily time sheets, establishes work schedules and approves overtime. 
  • Exercises financial control and monitors actual expenditures against budgeted costs on projects and takes appropriate action where costs exceed standards or budget.  Ensures that approved budget goals are achieved, and cost objectives are met.
  • Interprets administrative and operating policies and ensure they are effectively communicated to staff.
  • Keeps up to date on technical and regulatory developments by attending courses, seminars and conferences as required.
  • Arranges equipment rentals and provides line and main location information as required to coincide with planned work.  
  • Regularly inspects Department facilities/infrastructure to observe condition and operations. Assesses equipment difficulties and studies process inefficiencies referred or noted by subordinates.  Takes or directs action accordingly (e.g., orders replacement parts, changes procedures)
  • Fields queries, requests, reports, and complaints from the public.
  • Directs the adherence to safety policies, rules and regulations and ensures that they are clearly communicated to staff.
  • Working with the Manager of Procurement and Manager of Engineering, prepares specifications for tendering of equipment purchases (e.g. replacement of plant equipment); capital works (e.g. treatment plant upgrades); service contracts (e.g. supply of chemicals), and participates in contract preparation.  Participates in bid reviews; maintains confidentiality of tender and bid information. 
  • Oversees and ensures that all tasks and projects performed by employees, specialists and contractors, within functional area, are carried out within Occupational Health and Safety standards, and that all proper due diligence is carried out.  
  • Diagnosis’s utility system problems and directs the necessary repair, maintenance and installation of sewer and water distribution systems.  Coordinate’s installation and repair of water and wastewater infrastructure with roads construction and maintenance work.
  • Field’s enquiries and complaints from the public with regard to installation, connection, and repair of water connections.
  • Visits work sites as required to assess unanticipated problems (e.g. water breaks) and investigates claims against the municipality for damages (e.g. water service or main breaks).
  • Maintains statistics regarding water installation, repair and maintenance, including water meters.
  • Liaises with Ministry officials with regard to plant operating standards, testing programs, and inspection orders; accompanies inspectors during plant visits.
  • • Prepares and submits statistical and status reports to the Ministry of Environment and other agencies as required. (e.g., Annual Water and Waterworks Report)
  • • Establishes preventative maintenance inspection and service schedules for plants in conjunction with Operators; retains contractors as necessary to effect repair and maintenance.
  • • Remain apprised of new technologies in systems maintenance and operations as well as participate in various committees to develop best practices in these areas.
  • Supervises, hires, promotes, disciplines, demotes, suspends, releases (as necessary), transfers and directs all subordinate staff within approved policies, Collective Agreement(s) and legislation.
  • Oversee the Operator Progression Development program.
  • Other assigned duties as required related to this position.

 

 

Requirements

Qualifications & Requirements

  • Community College diploma in Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering. 
  • Minimum ten (10) years’ experience in water and wastewater, with at least five (5) years’ experience in a management/supervisory position. 
  • Ministry of Environment, Conservation and Parks, Water Treatment Certificate Level 2, Wastewater Treatment Certificate Level 3, Water Distribution and Supply Certificate Level 3, and Wastewater Collection Certificate Level 2.
  • Comprehensive knowledge of provincial legislation and policy that affects the operation of municipal water wastewater works. Including but not limited to the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act.
  • Valid Class ‘G’ Driver’s license.
  • Professional Engineers, Ontario (PEO) membership and Licensing is considered an Asset.

Effort / Physical Demands

  • Work involves mental and visual concentration with frequent interruptions.
  • Physical demand requires standing, sitting and walking with periods of climbing at worksites and during inspections of plants.
  • Visual attention for health and safety compliance and personal safety while on the job particularly while working on a job site.

 

Working Conditions

  • Normal work week is 35 hours – may be required to work evenings and weekends as needed for meetings (Council, budget, various committees)
  • Occasionally work in extreme outside conditions (heat/cold)
  • Occasionally work near moving mechanical equipment and parts
  • Attendance at after-hours emergencies may be required.
